The Oregon Board of Accountancy proudly announces that both SB 796 and HB 5001 have passed their respective final floor votes. Each bill will now go to Gov. Kotek’s desk and, if signed, go into effect on July 1, 2025.
Senate Bill 796 establishes permanent authority for the Board to operate a program for awarding grants to organizations to fund need-based scholarships for accounting students and reinvest in our CPA pipeline.
By itself, SB 796 does not authorize specific funding.  However, the Legislature also approved HB 5001, the Board’s 2025-27 budget bill, which carries a $1 million funding package. By working with our higher education partners, the Board can ensure that the first grant agreement through our anticipated partner, OSCPA Education Foundation, will be disbursed by November 2025 to ensure funding reaches students by Spring 2026.
To make funding these need-based scholarships possible, HB 5001 appropriated $1 million from the Board’s fiscal reserves
The Oregon Board will now be able to request an allocation of a portion of its funds in future budget cycles for accounting scholarships, without seeking new authority from the Legislature.  Any such budget request will be subject to the normal oversight process in the executive and legislative branch. The Board is proud to have built this infrastructure in support of our CPA pipeline.
