The CERTA program offers opportunities for local governments, Consumer-owned Utility companies and Community-Based Organizations. These opportunities include grants to implement composting or weatherization projects and rebates to expand zero-emission fleets or develop energy-efficient housing.

CERTA funds four programs to offer rebates for medium and heavy-duty zero emission trucks and the installation of electric vehicle chargers to local governments and community-based organizations.
- The Oregon Department of Transportation Community Charging Rebates program offers rebates to public and private entities to install Level 2 and DCFC charging stations throughout Oregon.
- The DEQ Medium and Heavy-Duty Rebate Program and the Medium and Heavy-Duty Clean Truck Grant Program offers rebates and grants to local government and community-based organizations wishing to expand their zero-emission fleets.
- The Department of Environmental Quality Oregon Zero-Emission Fueling infrastructure Grant Program offers funding to public entities to install DCFC chargers for medium and heavy-duty fleets throughout the state.
The CERTA-funded component of the Department of Environmental Quality Oregon Clean Vehicle Rebate Program provides rebates to community-based organizations with a 501(c)3 status that serve low-income households to purchase eligible electric vehicles. OCVRP will open applications for rebates at specific times during the year.
CERTA funds three programs to reduce methane emissions and improve food waste processing capacity at landfills and support composting initiatives by community-based organizations.
- The Department of Environmental Quality's Food Waste Processing Improvement program will issue funding to operators to purchase equipment that increases food waste processing capacity. This funding opportunity is available for businesses and local governments.
- The Department of Environmental Quality's small-scall composting program funds projects that address a gap in organic waste collection in their franchise service area to implement a community composting solution. This funding opportunity is available for community-based organizations, businesses, local governments, and the Nine Federally Recognized Tribal Governments.
- The Department of Environmental Quality's Landfill Emission Reduction program will fund innovative methane emission reduction projects at landfills in Oregon. Funds are eligible for owners or operators of landfills located inside Oregon to reduce methane emissions. Funds awarded through this program cannot be used to meet currently applicable regulatory requirements or remedy any current/existing non-compliance with state or federal requirements.
CERTA funds two programs to offer rebates to housing developers to improve energy efficiency in new housing development.
- The Oregon Housing and Community Services Oregon Multi-Family Energy Program provides funds to all income projects to construct housing that is at least 10% more energy efficient than those built under Oregon's Energy Efficiency Specialty Code.
- Energy Trust of Oregon's EPS program offers incentives to construct single family housing that is at least 10% more energy efficient than Oregon's base code in areas served by Portland General Electric, Pacific Power, NW Natural Gas, Avista Natural Gas and Cascade Natural Gas.
CERTA funds three programs that issue funding to Community-Based Organizations to support people to weatherize homes.
- The Oregon Health Authority's Healthy Homes Grant Program: This program provides grants to community-based organizations and the Nine Federally Recognized Tribal Governments to work with households to weatherize homes. This program focuses on installing insulation and repairing windows and doors.
- Energy Trust of Oregon and Community Partner Weatherization Programs: These programs provide incentives for insulation installation and other home improvements for Oregon residents and tribal members who are utility customers of Portland General Electric, Pacific Power, NW Natural Gas, Avista Natural Gas and Cascade Natural Gas.
- The Oregon Department of Energy Weatherization Program: This program supports incentives for weatherization to low-income Oregon residents and tribal members who receive their electricity from consumer-owned utilities such as cooperatives, People's Utility Districts, or utility services provided by a municipality or local government agency.
CERTA funds incentives for commercial building owners to improve energy efficiency and exceed the Oregon Department of Energy Building Energy Performance Standards. Projects could include updating a building HVAC system, improvements, and new equipment amongst other energy saving opportunities.
